My Windos 10 build came with Windows Fax and Scan, but the app you need is Windows Scan which has to be downloaded from the Microsoft App sotre (for free).
That will give you the options you need to Scan to PDF

Thank you for using the Support Forum. Please take a look at the solution for setting up scanning and make sure you follow the information for changing the format. If this does not help lease consider contacting your support centre for further assistance.
It seems that whenever I scann something, the output file is a .tiff (which is bloated). How do I select to scan to a .jpg. I am using Windows Fax and Scan, but it calls the Xerox utility which does not seem to have the ability to select the output format.
