Not sure why you want to use PCL3 and why the relation with toner concussion but any way, you can install any PCL3 driver from windows. Go to printers, install a new printer and in the brands list chose HP and search for HP Laserjet III.

M20 Toner

Product Name: Other - specify product in post

I have a M20 Printer.

Currently I am running Windows 7,  I would like this printer to print in PCL 3 instead of the PCL 6 it is currently using,  How can I set this up using the PCL 3 Lanuage?

I only get about 5,000 sheets out of a toner instead of the 8,000, the package states.
