Sending Fax over VOIP line

Product Name: WorkCentre 6515
Operating System: Not Applicable

Is there a way to turn off ECM and change the baud rate down to 9600 to send FAX pages successfully over a VOIP line?  I've tried changing the Starting rate to a "Forced 4800 bps" but still no luck.  I get Error 033-502.
