According to what I understand it could be either the fuser, drum or the decharge lamp.
Print out a page, take out the fuser and see if you can find a defect on it, do the same on the drum.

Grabbing on what Kimzi said, do a simple test to find where is the origin:
- do a copy and listen the paper
- Open the front door before the paper passes the fuser. You may need to try a few times until accomplish.
- Check the paper and see if the ghost is happening before the fuser. If yes is a drum problem, if no is a fuser problem.

No, the protective area on the drum is very sensitive, cleaning it is never recommended.
Changing the drum is what I would do.

Like Kimzy said, cleaning is not good idea. Besides, you are always seeing the ghost from last copy. Could be the discharge system that is not doing its work like Kimzy said.
The only way is buying a new DRUM. Sorry about that.

Sorry the delay but I was trying to get more information from this model. From where I'm, this model is not exist so is difficult to get more info. Anyway it's look like other similar where the blade is glued inside the DRUM. I can not confirm this.
You have nothing to lose so you can try to open it.
