That is typically UAC.
You can create a task and connect it to the shortcut which will bypass the UAC prompt, but at your own risk.

Network Scan utility will not auto load when W7 starts. Yes, "Launch Network Scan when Windows starts" is checked.
User is forced to launch Netowrk Scan shortcut (and enter credentials if not Admin-Level User) in order for Scan ID to appear on 3550 Control Panel - Scan to Network PC List.
Happens only on PCs with OS of W7 Pro 32-Bit. PCs running W7 Pro 64 bit do not have this problem. Network Scan software version 1.11.24
