What you usually do is, putting a new ream of paper in, and checking that the paper-tray settings is correct for the paper. Otherwise it will not reach the right temperature.
Or as you said yourself, It could be that the fuser is damaged.

The toner on our m20i rubbs off on the right side of an 8.5x11 sheet holding the sheet in portrait orientation. If it did it all over the sheet, I'd say it was the paper. Plus we have another m20i using the same paper and it works fine. So it appears to be heat/fusing problem. How do I solve it?
