Definitely not, POP and POP-2 has been dead since the late 80's.
It can do POP3 for receiving email, but it doesn't support SSL/TLS/STARTTLS on those protocols.
Properties > Connectivity > Setup > POP3 > Edit
Sending email is done via SMTP.
IMAP is not supported.
