That is strange and unexpected. I suggest you reach out to Xerox hotline for assistance with that - it should not happen. The license file is in a fixed location and gets read during initialization of the software on the server. Odd.
I re-booted and was able to download the report but Core had lost it's license, something that has been happening when we reboot since the last update.
My only thought is to reboot the Core server. A fresh connection to the database might fix this odd issue.
When I try to access Core Reports it processes for a while and then logs me out for inactivity before it finishes.
When I go to the Administration -> Core Reports it flashes Retreiving Settings for a second, then shows Retreiving Job Reports ... and a spinning wheel. This continues until it logs me out for inactivity later.
I have tried opening a second tab and making sure that is logged in.
Any suggestions that don't delete the log woud be appreciated.
