I was having the same problem. Now my problem is solved.
I received instructions from Xerox support, followed them and now Freeflow Core is utilizing all 8 processors.

FreeFlow Core looks at the number of CPU Cores at install time and sets an internal variable of the number of concurrent jobs to process.
Likely what has happened is that the number of vCPU's were increased after installing FreeFlow Core. FreeFlow Core will not reexamine the system after install. Updates don't affect the setting.
There is a configuration setting to adjust this. Please contact Xerox suppot for further assistence.
We run two instances of Freeflow Core on seperate servers. The first is production and the second is developmental/backup. Each server has 8 processors. I have noticed that on the devlopmental server all 8 processors are utilized when we run a lot of jobs through IE. 8 jobs are process at the same time. On the production server only 4 jobs process at the same time indicating that Freeflow Core is only using 4 processors. I have spoken with our IT team and they claim that both servers are configured identically.
Initially both servers were setup with only 4 processors and were re-confugured after Freeflow Core was installed with 8 processors. Both servers were re-configured after Freeflow Core was installed.
I would like to know if there are any server configuration settings that would prevent Freeflow Core on the production server to only utilize 4 processors when 8 are available?
