From your image, it appears that you have WFs available to you which should show up in the WF tab. I do not believe one can have too many WFs. You could change the WF mapping selections to see if you can get a few WFs to appear -- this is just a guess not based on any experience. Of course contacting Xerox support to get to the bottom of this will work.
I don't think so I am the Administrator. Image isn't realy clear as it take quite some time to load the list of workflows. That may be part of the proble, I use this system to it's fullest and I am wondering if I maybe have to many workflows.
It is possible that an Administrator has restricted your access to Workflows via Administration/User Access/Workflow mapping. See below:
I have been having an issue for over a week.
When I click on the Worflow Setup Tab there are no workflows showing (I have many workflows).

I have restarteds the service, and the server several times but no luck, I need to edit a couple of my Workflows but I can't when i can't see them.
