Success, you were correct about the amount of errors in the report affecting the format of the output.
How many errors + warnings do you get?
If you get more than 1000 errors/warnings the report is always an XML file as the PDF report would be very large to manage.
I made a custom profile in Acrobat, I exported it as a .kfp and brought it into Core. But, it always outputs the preflight report as .xml. Even if I have PDF as the output format in the preset.
