I understand the frustration -- especially the safari scrolling. When building a workflow there is no hot folder associated with the workflow. Hence all the MAX characteristics need to be selectable. I am guessing after a hotfolder(s) has been associated with a workflow you would like to see the MAX characteristics limited.
This could get messy operationally -- one sees certain characteristics a workflow build time and a limited set afterwards. What happens if one wants to use/update the workflow for another hotfolder and additional MAX characteristics?

when creating a new routing rule there is an option to add a job characteristic. Whenever i select 'MAX' i get every single max option from all my edit: workflows Hotfolders?
id rather see the MAX settings from the hotfolder that is pointing towards the workflow i'm currently working in, and if none Hotfolder is mapped to the current workflow, then display everything?
should make looking trough MAX values a breeze, while now its a big scrollfest (in safari i can't even scroll trough the silverlight interfaces, sigh.......).
