Can't log into web interface locally or remotely

Product Name: AltaLink C8030 / C8035 / C8045 / C8055 / C8070 Color Multifunction Printer
Operating System: Windows 10
Can't log into web interface locally or remotely. I have a laptop I use that has no restrictions on it, I change my IP settings to match it, and when I connect with my Ethernet cord it doesn't ping or allow me into the imbedded web server. I do this all the time but this one is difficult.
