I have this issue as well, am I right in reading here that because the power went off  and on again I have to repair my printer

Our power went off yesterday for about 6 hours, and this has been a great printer for many years, and now because the power has gone off and back on again we need to carry out repairs or possibly scrap the printer ???

That seems a bit over the top ?

After talking to FujiXerox support, I decided to scrap the printer and bought an Epson wifi printer for less than it would have cost to repair the other one.

I had the same issue, right after power outage.  Can't clear the error.  Tried mulitple re-starts. I don't have the removable IP board either.  So, now what?

Reseat or replace the memory on the IP board.

After a power outage the C3290 FS showed Controller Communication Error 117-313 Restart Printer.

Several attempts have been made but the error doesn't clear.
