try to remove the bypass tray to have a clear view of the tary lift mechanism and see if it lift or not.
if it not so pull out the tray 1 and remove the paper then check the release buttons operation ; actually they are located on the left inboard side of the tray itself "one up and one down ".
manually left up the tray by pressing and keep holding the button number 2 then push the button number 1 the tray plate must left up to the maximum level ,if it didnt so try to clean and lubricate the gear path.
note that these buttons are actuated by the inside machine frame
otherwise it could be that the tray 2 feed head is not aligned correctly "out of it home position

The 3655 has the additional paper tray module installed. Tray 1 & 2 show as empty, even though both have paper. Bypass works correctly.
It seems that the paper is not being lifted into position.
