Found it.
Login/ Permissions/ Accounting
User Permissions
Select Non-Logged-In Users tab
Edit the Non-Logged-In User
Select the Services & Tools tab
Change the ' Presets ' to Allow access to everything except Tools ( Standard Access )
Click Apply.
