I suggest you start by connecting the printer to the smallest network possible, one router/switch and one pc, set a static IP-address and see if you can print to the printer.
If that works, you know it's a conflict with the other network.
Try checking all the computers that use the printer, check the print queue and remove jobs if there are any.
Restart the pc after doing so/or reset the print queue services, also have a look at the print server if you have one.
If that does not help it could be a conflict with the settings being used, are you using DHCP or Static on the printer/computers?
Thats what I would start with.

Reseating the toner did not work.

It's probably still something with your network, though you could try to remove one toner, restart the printer and then reseat the toner and see if that helps.

Does your printer works before even your ethernet cable was plug in? Did you check your ethernet cable if it still working well?

There is a corrupt job in the print-queue somewhere on the network.
Delete all the jobs stuck in queue on the print-server, if not using a print-server you'll need to check all the clients that can print to the machine.
When this job is deleted, the printer will work as usual.

When the cable is plugged in, after a while, it will crash and the error will come up:
123-314 control panel error. Restart Printer
When I restart, the problem will keep coming up. The only way the printer stops bringing that error is when I disconnect the ethernet cable from the printer. I can fax and copy because the phone line is plugged in but when I plug in the ethernet cable to scan to another computer on my network, it will not work because once the ethernet cable is plugged in, the printer will crash. The ethernet cable is connected to the router so once it is plugged in, the xerox printer should come online
