Because that would totally break any job you wanted to do something to, like Impose/Compose/Saddle/Gang-up etc etc. Drag and drop isn't just a hold queue thing, the settings have to work for print and hold
Depending on the RIP, you may be able to do what you want via EFI Hot Folders but some don't have a document size option
