Sorry to hear that you are experiencing issues with Chat. Are you still having issues? If so, can you please provide the URL of the Chat page where you received that message and your location? When I have this information I can escalate this off to the correct group to make them aware of the issue.
I have received the below message each of the last 3 times I have attempted to request service via chat. In the middle of the day, well within the stated hours.
