Looks like a voided warranty type thing.
It appears to be the electronic module on the opposite end of the wheel shown here.
This guy does a teardown of the printer that should get you to the part.
Does not appear to be a part that would require any sort of cleaning unless it thinks the connection is bad and means to unplug the connector and plug it back in.
What service manual says this and where? (Manual title, ISDN, page number etc)
