Also make sure that your machine is plugged into a dedicated outlet and not a power strip or extension cord. If the machine will still not power up completely please consider contacting your support centre for further assistance.
This is a Printhead Tilt Fault Code. It's mean there is a syncing problem with the printhead and then the boot-up can't go any further. Mostly due to a part that has broken down inside.
I suggest you phone-in for a service call.
P.S.: I've guessed this was for a ColorQube 8700/8900 or 8570/8870.
