So to summarise
There is an issue with the download link from Xerox that results in some individuals still getting the outdated firmware file. The correct file has the following characteristics:

The correct downloaded zip file has an MD5 of 27E5557DD4EAA61D6AB23DB8D591AC86
The correct bin file has an MD5 of 00F90B398A742A2BF4C3407D10B52737
If when downloading, you get the smaller 264MB file, that won't work. Try to either download using a Mac or your phone, then transfer the file to your PC and update.
Xerox is in the process of fixing the download link.
The file I downloaded from the website is 264MB and doesn't install. I followed the great advice and downloaded the firmware file to my phone and transferred it to my pc. It is 418MB. The firmware file that I transferred from my phone and then installed from my pc without error. It would seem that there may be a problem with the server that is sending the firmware update.

I posted this in the printing subforum where there is a duplicate topic about this issue:
"@ techted, I now find that I still have the .bin file for this 65.69.51 firmware that I downloaded on 26th September, the one that did not work for anybody, including myself. It's filesize is 258MB (270,761,984 bytes). So in my opinion, as this is the same size you downloaded, the fixed firmware .zip file of 418.49MB has not propagated to all of Xerox's download servers and anybody finding that the file they downloaded is 258MB in size, is still receiving the original broken firmware file. So not so strange now, considering this new information."
Also DL on my phone and was the same sixe as on the Mac. Just uploaded the firmware and it worked!! Man that was a lot of effort
Downloaded at work on a Mac using Chrome and the DL is 419MB
Yip, mine is 264MB. Tried a different browser, same size. Will try on a Mac when I get to work
So with the help of DrStrange I got my firmware updated to v65.69.51! Woohoo!!!
For some reason when I download the firmware, the bin file size I get is 264MB. When DrStrange downloads it, he gets a 398MB file. It is vital you use the 398MB bin file as that is the one that works. It seems we are using the same download link provided by community manager CathyO-Xerox so am confounded why we are getting different files.
I tried to relaunch my browser, clearing its cookies, tried 4 different browsers, and I still get the smaller 264MB file. It is really odd.

I can't tell for sure though that the firmware in the link you provided is actually newer? Looking at the file properties and also the firmware update utility, they both say the bin file date is 2022/08/31 (?) Could you change the version number, filename and timestamp on the newer bin file so we can be certain we are using the 'fixed' version.
I found this post on the xerox forum with the same problem and the original poster and one other (DrStrange & SadAdmin) succesfully updated their firmware to 65.69.51 using the 'fixed' version. There were others though that were still unsuccessful. I point out that someone in the thread stated he saw the firmware date is 03 Nov 2022 which is different to what I see - 2022/08/31.
I noted that DrStrange successfully did so using WiFi! Seems dangerous doing a firmware upgrade using WiFi instead of a hard connection but I tried doing it via WiFi in case that made a difference. It did not. I also noted that DrStrange started with a newer base firmware (his is 65.66.91, mine was 65.51.71). SadAdmin downgraded his firmware version to the bridging software first even though he did not have to.
