Print Queue Not Created (Type 3)

Product Name: Xerox Global Print Driver
Operating System: Windows 10

I had a user call me about their printer saying that it is not connected.  When I reviewed his settings that printer was still installed in the list but was now saying "not connected."  I removed it and when I went to reinstall it through the Xerox install app and selecting the type 3 print system I get this message as the it tells me the the install is incomplete "Print Queue Not Created."  See the screenshots for more info.

When I attempt it again to install it under type 4 it does install correctly but certain company in-house programs will no longer print correctly due to using type 4.  

Why is the type 3 driver no longer able to install and work on this specific user's computer.  The rest of my staff can use the printer just fine.  It looks like it is this computer only as any Xerox printer I attempt to install on it with type 3 will give the same response.

Printer Models:  Xerox VersaLink B405DN MFP & Xerox AltaLink C8045

Additional Notes:  I did attempt to install it through Windows 10 print settings and the control panel using the latest driver and wouldn't install either.  The Xerox install app you can download from the printer's website works fine for everyone else.  Just not this guy.
