The Fuser unit cannot reach a normal operating temperature

I recently moved and my printer was working, when I unpacked it and tried turning it on I received the following error. I opened and closed the printer, I removed and reinstalled the fuser, I turned it off, rebooted, disconnected reconnected, and finally bought a new toner cartridge and replaced it and I still get the error. What can I do to fix this?

Description:

10-200 The Fuser unit cannot reach a normal operating temperature. User intervention is required to Power Off/Power On the machine, replace the Fuser if problem persists. Printing has stopped, all other machine services (if installed) are unaffected.
