I'm working on a WC 3655. This is how I found it when I was called to it. I have replaced the ESS Board, SD Card and HDD. I have swapped UI's with a known good unit. It will not take an altboot period. It will boot to the regular green screen and then after a couple minutes will change to the screen in the photo below and just hang there. The POST lights are normal as well. To my knowledge, the environment did not suffer any power surges or voltage spikes.
