After a complete power-cycle (unplugged and relocated the machine), on reboot, I have all the toners recognized...

It's a longshot, but if you have a service contract, you can call Xerox, get a tech, and he may be able to source one locally (might even have an empty in his vehicle) to resolve it. If you don't have a service contract and don't know a local business you would likely need to buy one as you said. Depending where you are located, you could look up recycling depots local and call around for an empty you could have/borrow. Big local Print shops, OfficeMax etc would likely do the same.
I can confirm that I upgraded to 061.121.226.01300.
I put an old black cartridge in the machine and it popped up with the valid information from that cartridge (1% / 250 pages remaining). When I put my cartridge back in, it now shows the valid data.
Unfortunately, I don't have old CMY cartridges to use for the same trick. If I pull them out and put them back in, I still get zeros.
Ideas? I guess a new set of cartridges will be cheaper than a service call.

OK, make sure it is in fact the latest that got put on it, it should be 061.121.226.01300
If it is corrupt, your only sure bet is an Altboot via USB key, which will wipe all data, But, as long as you do the Altboot to the same level I have linked, and that is what is on it now, you could clone the device first, altboot and lose all the settings, verify all is well with the toner, apply the clone and verify the toner again is still good, and move on with your day, albeit with a good chunk of your day lost.
If the Forced Altboot fails to resolve it, you still put the clone file back on and get back to this point you are at now. And at that point you need a hardware guy, I would think the issue would have to be in an NVM setting, and that is not a thing I can walk you through as it involves diagnostic mode access, which is proprietary.

The machine is using an NTP server and I confirmed the time is correct.
I performed the software reset and I still show 0% toner life remaining for all CMYK.
What's strange is all the other supplies still show remaining life.

Verify the time is right on the device: CWIS > Properties >General Setup > Date and time
Then do a Software reset at the device (Can't be done in CWIS)
As the admin go to Machine Status > Tools > Troubleshooting > Resets > Software Reset > All Software > Reset (no data loss will occur)
If this resolves it all is good, if not come back and tell me and I will try harder ;-)
After updating the firmware on a WorkCentre 7545, all four toner cartridges changed their install date to 1/1/1970 and all show 0 pages remaining.
Yesterday, prior to the update, the four toners showed the following:
Black Installed 11/18/2015, 5896 pages remaining
Cyan Installed 1/1/1970, 4495 pages remaining
Magenta Installed 9/1/2015, 9920 pages remaining
Yellow Installed 1/1/1970, 14570 pages remaining
Have I lost the toner with the update?
