What is the meaning of this error?
Likely a bad RAM module.

An error was detected during System Memory DIMM #2 ( J331) R/W.
Procedure
CAUTION
The Accessories have their own power cord. Whenever a procedure states to Power Off and
then Power On, POPO, etc., powering Off and then powering On the IOT does NOT Power Off
the Accessory. The Accessory will have to be Powered Off and then On separately from the
IOT by unplugging the Accessory power cord.
CAUTION
Switch the power Off and observe correct ESD procedures when removing and re-installing
items from the ESS PWB.
1. Remove and re-install System Memory DIMM #2 ( J331).
2. If the problem still persists, replace System Memory DIMM #2 ( J331) (PL 11.5).
I can attest that this did indeed work. My machine has 2 DIMM's, a 1GB PC2700 and a 256MB PC2700. Removed the 256MB, same issue. Removed the 1GB and put the 256MB back in and it booted up fine. I just happened to have some RAM here, but you should be able to buy some used RAM from eBay or something for testing.
