4595 Printer/Copier prints too light

Product Name: Other - specify product in post

My printouts from the 4595 are coming out too light. This is from network print, photocopy and builtin report. I have put in new toner and a new drum cartridge, also tried cleaning the laser window, no difference. Any ideas what could be causing this?
