AccXes 14.01.12 not working for user on Windows 7

Product Name: Other - specify product in post

I'm working on upgrading the pc's in my office to Windows 7 Enterprise 64-bit.  I installed AccXES 14.01.12 on a users pc this morning and tested it under my (domain admin) account and it works fine. I log in as him and the program does a quick flash and closes.

I gave him full rights to the C:\program files (x86)\Accxes folder but it didn't help.

What needs to be done so he can run the program?
