Auto Tray Switching is not working

Product Name: WorkCentre EC7836/EC7856
Operating System: Windows 10 x64

We have a Workcentre EC7836 and are trying to set up the printer to automatically switch from tray 3 to tray 4 when it is out of paper. I have follow all of the information I've found on this and still can't get it to work.

Both trays house standard 8.5x11 paper. Tray 3 is set to priority 20 and tray 4 is set to priority 21, both with auto seleciton enabled. 

I'm unable to find any other information in the user manual about auto tray selection. Any Ideas?
