Sounds like you have a bad imaging unit. I would put the old one back in. Try the previous steps I listed for your original problem.
It deffinately looks fusing related. Things that can cause the toner not to fuse are not enough heat or pressure or an oversaturated image. See if it is happening on 20lb paper. Is hit happening when copying from the glass?
We have the similar issue with WorkCentre 7225i. Don't know how to fix it.
Other steps would be to have a tech re-initialize the nvm's or do an alt boot software load. You may also want to check your power going to the machine is good. Another possibility is that the file is coming over too saturated. see if copies are not fusing as well as other files.
Joe is correct, or its a bad fuser.
That looks like it isn't fusing, and ends up peeling off on a roller then getting picked up again in the wrong spot, which would imply the paper is programmed wrong (plain vs cardstock for instance) or an incompatible 3rd party toner that has different melt point than Xerox branded.
