Here are some solutions that might help:
1. Install latest version of Microsoft .NET Framework.
Personally I had problem with Xerox Smart Start 220.127.116.11 (for Xerox Versalink C7120) on clean installation of Windows 7 Home Premium so I installed Microsoft .NET Framework 4.8 and THAT WORKED!
2. Install Microsoft Visual C++ Redistributable packages. Note that if you have 64 bit Operating System you should install both versions - for x86 (32 bit) and x64 (64 bit) architectures. Also according to my knowledge there are multiple versions of VC++ redistributable and they are not backward compatibile so it is the best solution to install all of them starting i.e from Visual C++ 2005. You can find them on microsoft download center and Technical documentation - search for Microsoft Visual C++ YYYY Redistributable (where YYYY means year i.e. 2005), vcredist_x86.exe . VC++ redist packages/libraries are usually named vcredist_x86.exe and vcredist_x64.exe (sometimes followed by year i.e. vcredist2005_x86.exe).
3. Install all updates for your operating system.

We are aware of an issue with the Xerox Smart Start driver. We have replaced the Smart Start version 18.104.22.168 with the version 22.214.171.124 until a fix is in place.
Please try uninstalling the Xerox Smart Start from your computer. Once uninstalled please reboot your computer and install Xerox Smart Start again. If it still does not work, please consider contacting your support centre for further assistance.
I got round this by running the installation as a 'different user' (The local administrator of the PC).
It would then install.
I had the same issue on two PC's
I did notice something else as well (but not a major issue). The printer properties were greyed out, but to resolve that, I just had to go to the 'General' tab and select 'Change Properties'.
This just makes me think that the profile of the PC user has an 'issue'.

look for the thread in this forum titled "Xerox SmartStart 220.127.116.11 won't open". there's a couple more ideas there and a xerox rep has actually replied to 1 person. there are a lot of people having problems getting "SmartStart" to run on computers [at my own company, it would install on only half of our computers]. i actually managed to submit a trouble ticket with Xerox software dept & will share the result in the other thread.
I am trying to use the Xerox Smart Start Driver Installer (Version 18.104.22.168; Released 12/21/22) and similar to other users, running the .EXE file does nothing and this is holding up my laptop replacements. Any work around for this? Do Xerox employees monitor the forums and can escalate this?
