Cannot Fold and saddle stitch 8 1/2 x 11 (sheet size) booklet (5 1/2 x 8 1/2 page size)

I cannot find the correct settings to fold and saddle stitch 8 1/2 x 11 booklet (final output size of 5 1/2 x 8 1/2).

Printing 8 1/2 x 11 pages onto 11 x 17 sheets with booklet settings is a breeze. When I want the same look but on 8 1/2 x 11 sheets, it never works. We can start with a document that has individual 5 1/2 x 8 1/2 pages that we want to print 2-up per sheet, 2-sided, with bi-fold and saddle stitch, but nothing works. We can start with 8 1/2 x 11 pages, landscape that we want to print 1-up, 2-sided, with bi-fold and saddle stitch, but nothing works.

Sometimes (but inconsistently) we can get it to fold to the desired 5 1/2 x 8 1/2 size, but never saddle stitch, too. Is saddle stitching impossible with a 5 1/2 x 8 1/2 booklet?
