I did what you have suggested but it still says the toner is empty.

Most likely the one toner "got clumpy" while sitting. If that is the case give it a few shakes, but carefully ;-)
Also, find the toner gate on the toner cartridge, then look exactly where it would be in the machine when inserted, try cleaning the area in case (since it happens with both this may be the case) that is where the clog is. Clean the LEDs
Once that is all done, unplug for 10 minutes and hopefully it will fill the toner hopper and clear the error.
Hello, I aquired a Phaser 7400 in relatively new condition through an auction, (128 printed pages).
The printer had no toners, fuser, drum etc.
I bought and installled all OEM components and the printer worked great.
The printer sat for a period without being used and when I wanted to start using it again, upon starting it, I get a message that says the Cyan is empty.
I haven't printed 9K copies and the other toners are 99% full.
I bought another brand new OEM Cyan toner and still get the same message.
Please advise what steps are needed to make this error go away.
