Hard Toner Spots on IBT belt

Yes I replaced that as well. But it doesnt make sense that its hard like this. Its like it is getting baked on by the heat from the fuser or something.

Have you replaced the IBT cleaner too? Anyway, check it.

Can anyone tell me what is causing this problem? It does not wipe off, I have to take a green scub pad and alcohol to get it off (which scratches the belt). It's a hard spot of toner that seems to have been baked on. I just changed the belt and after a few thousand impressions it's back on the new belt.
