Ink doesn't stick to paper and smears

Be sure to set the correct paper type and weight.

I'm not sure what I'm doing wrong with my Phaser 6280N. I set the paper type to heavy card stock or glossy paper, but when using 65lb paper, the ink does not stick. I end up with prints like this:
