Ink not drying

Product Name: Other - specify product in post
Operating System: Windows 10 x64

My Xerox altalink 8030 ink not dry properly. If I print a letterhead on this machine & reprint on any other laser printer the topside matter lightly print on other blank area of paper. 

I also verified toner catridges is a genuine on xerox website. pls. suLetterhead.jpegggest me what is the problem.
