What I was referring to were presets which go to the specific queues, not the entire printer definition.  I have since solved the problem.

When you install the Printer, choose to install an IP printer, use LPD and the queue name is the same as Windows

print goes to print, hold goes to hold <case sensitive>

On my PC clients, I have the option to send a print job to the printer, or to the hold queue.  On my OSX clients, I have the option for printer, or file only.  How do I obtain the option to send to the hold queue as well?
