Paper tray won't lift

I have a Phaser 5550 printer, that will not lift more than a 1/4 full tray of 11x17 paper anymore. In the past we have had the gear assembly on the tray break, but that is fully functional and not cracked at all. If you load more than a 1/4 stack of paper in the tray, it simply won't lift it. I swapped the 11x17 paper to tray 2 and it does the same thing.

Is there a certain motor that runs this that is able to be replaced or what might be causing this issue?
