There are a thousand things that could have been done by somebody somewhere to break printing, I can only troubleshoot the facts of what you have provided. According to you the IP is 192.168.69.241, according to your PC (ping command) there is nothing at all using that IP address (at the time you ran the command), which means the printer is 100% offline (which is exactly what Windows told you in the first place.
An orange light is indicating a bad connection, could be a bad cable,but I can't fix a cable remotely, if you have one to replace it, do so.
The printing you have going on means nothing beyond the fact that occasionally the printer comes online and picks up any job floating around the network, or still sitting on a PC in the spooler at the time it comes online. If it was a duplicate IP like I first thought, it would be at the time the device using the same IP address left the network (cell phone left the building), but that appears to not be the case because your PC cannot ping the printer.
Either replace the network cable and hope it is that simple, or use a USB cable to print, or get a network person on site who can troubleshoot the matter.
Ok you say the printer and network aren't aligned, despite that there is printing going on, from my computer to the printer using this connection. It's just delayed. The delay seems like maybe some latency caused by something I don't know how to troubleshoot, but that I can send files to the printer makes me think it's not so far away from being fixable. I wonder if someone else at the company might have made some adjustment to network settings that could cause this latency, and if so, what might that be....
I could bring the printer into my office and do a direct connection, its just i don't have room for it here. Also its frustrating because no settings were changed, it just started this behavior after 1.5 years of working fine.
To print directly from my computer, do I need anything other than the cable? I should already have the driver right?
I just noticed theres an tiny orange light next to the ethernet port on the printer, and its flashing intermittently. What is the significance of this light? Should it be steady on, or flashing at a steady rate?

It appears your printer is not seeing the device, so one of 2 scenarios is possible.
1. The network your PC is on and the Network your printer is on are different.
2. Something on the network has blocked all communication to the printer.
I cannot help with either one, your computer cannot in any way communicate with the IP address currently assigned to your printer. I would highly suggest you print by USB instead.

The cables are plugged in & its connected with lights on. I can print a config report by pushing the button 8 seconds.

Sorry, what is the correct IP address? The config report - under Network - card lists 192.168.69.241. Is that correct... or are you saying I need to change that to a correct one?
The printer queue went through over the weekend at some point. After things print, the status in the print dialog box changes to "Online". Then when I print another doc, it goes to the queue, which stops, and the status changes to "Error-Printing" every time. Hours later, for no apparent reason, the queue processes again.

Not sure what is the right IP address. Could you offer steps how to reinstall a print driver to the right IP address?

There's no Xerox Phaser 3250 under All Programs. The only access I see is through Control Panel/Hardware and Sound / Devices and Printers

I guess we know why you can't print then, the printer really is offline.
Check that the network cable is plugged in and the lights come on indicating connectivity.
If it does, print a configuration report and verify that the IP address is correct. (hold the Start/Stop button for 8 seconds)
If the IP address has changed, reinstall the print driver to the right IP address, or change the IP address on the printer with the SetIP utility via your PC ala your PC Start > All Programs > Xerox Phaser 3250 > SetIP > SetIP > Setup
Ok I dont think "Destination host unreachable" is the result you were anticipating:
but where does that IP come from?
Start menu > Run
type cmd and hit enter.
in the Command prompt that opens, type ping 192.168.69.241 -t and hit the enter key
While the machine is plugged into the network it should start responding to the ping command, but when you unplug the network cable it should stop responding, my guess is that it won't stop because there is another device with the same IP address, which could be anything from a PC, Printer or even a cell phone on the wifi.

The error you get turning on SNMP implies a job is still in queue so no port change can be made.
