Possibly.
The roller could be seized, they could be broken, a sensor near them could be malfunctioning or blocked. Only way to diagnose would be to obtain a service manual (Google is your friend) and tear it apart and test things as you go.
Maybe the paper sensor actuator got broken and Contact your Xerox support center.
Phaser 6600 say there is a Jam at Tray 1 even at startup when no paper is in there. Do the rollers need to be replaced?
