I found a service manual and was able to identify the envelope mode sensor. The fuser's lever mechanism seemed to work properly. The sensor is a photo-receptive sensor where the lever blocks the sensor in envelope mode. I cleaned it with a cotton swap damp with cleaning alcohol and it now seems to be working fine. Thanks for the help!
You would need to find a Service manual, probably could find one for your model online. I don't have one (6700) so I can't give any real answer.

The lever does not appear to be broken. Is the sensor in the fuser mechanism or the printer? Is replacing the fuser the solution? Thanks.
Sounds like it is either physically broken (lever) or the sensor is shorted/unplugged/broken
It won't accept plain paper in the side Tray 1 because it insists the envelope lever is down even when it isn't. Have open/closed the door, reset the lever, restarted, etc, without any change. Only solution is to send the print jobs as type envelope and tell the printer that the paper is an envelope.
