For anyone who comes across this post and has the same problem, here is the solution: Replace the fuser. Works great now.

Thank you for using the Support Forum. Please check the power cable and make sure it is connected securely and that it is plugged into a dedicated outlet with no power strip or surge protector. If the power cord look secure power off the machine and remove the network cable. Turn the machine back on and print either an internal report or make a copy to see if it is blurry. If it copies fine and prints internal reports fine then re-attach the network cable and try again. If it is blurry try another network cable. If the problem continues contact your local support centre.

Our printer is printing blurry bars on all sizes of paper. You can see that the text/words are not affected by the problem. Only "bars" -- like on bar graphs -- are affected. It does this on any bar graph document we throw at it, and the result is the same, regardless of the location of the bars on the page.
We have tried several of the troubleshooting guides on the printer and there has been no change. There are not any "warnings" about things that need to be done (toner low, imaging unit, etc).
