There is a post on the web where a person states that Phaser 8400 & 8500/8560 Ink Sticks/blocks are interchangable. Has anyone else had any experience with this?

I wouldn't think so, not only are the part numbers different on the official Xerox ink, they also differ on the 3rd party sites as well.
I could not find anything on any site saying they would work.
If they actually worked I would think the non-Xerox branded 3rd party inks wouldn't bother with different packaging, part numbers etc.
Also, since the 8400 inks are cheaper, places like Amazon would likely have people in the reviews explaining that you could save money by buying that ink for the 8560, and that appears to not be the case.
Out of coursity I did an amazon search:

Honestly, It looks like the shape is slightly different; so is the ink itself the same? Thoughts?

Ink for the 8400 and 8500 are made of different ink
The 8400/8500 are 24ppm, the 8550 is 30ppm
to get the extra pageg out the printer works faster and at a hotter temp in the head, so the ink has been made different to work atthis hotter temp (Thats why they are different shape, like from the 860/8200/8400)
