Sounds like it's time to hire some new folks in IT!
Really though, the fact that it's happening on ALL the computers leads me to think it may have something to do with the print server as this is a global problem and all the students are having the same issue. So yes, I'd recommend having IT reinstall the driver on the print server.
So one other question before I leave. Is the library media center the only department that prints through that particular print server or do other departments use it as well? If being used by other departments are they having the same issue?

My IT department have been no help! I assume the driver is up to date. If you think it is a driver problem I can request that IT reinstall the driver on this printer on the print server. I do not have access to that.
I am in the library media center where all the printing is done so it is all the computers students print on. This problem is very frustrating!
So this is happening on multiple computers, right? Have you contacted your IT department about it? Are other students in other classes, using Chrome & Google Docs having the same issue, or is it just your students in your classroom (assuming it's a classroom environment)?
It's been happening for a long time. It doesn't happen with every print job. The printer is networked to a print server in the school district. The driver is Xerox Global Print Driver PCL6. We have Windows 7 Pro. Most students are printing using Google docs from a Chrome browser. Sometimes it will print a line across page 2 of a document and when they try to print it again they get the same line on the same page. They have to print the page individually to get a clean copy of that page. The blotches and lines come out in random shapes and sizes.

How long has this been happening? Same or different applications? Have you tried uninstalling and reinstalling the printer drivers with the lastest drivers from the manufacturers website?
