The behavior that your machine is exhibiting sounds like one of two possible issues. It could be that the code in driver is not what you think it is. Meaning, that somehow the code was changed and you weren't told about it. It might be worth deleting the code and reentering a new one.
Or, it could be that somehow the Accounting feature has been disabled but you mentioned that when it's disabled Windows 7 computers can print so I don't think that this is the issue.
Have a look into the code in the driver and let me know what you find.

When setting up printing from Windows 7 (32 or 64bit) copier gives invalid account ID error. Accounting is set up exactly like working Windows XP and Vista computers and valid account codes are used. If accounting is disabled Windows 7 computers can print. Instructions in Admin guide have been followed exactly. Organization requires accounting to be activated.
Have tried Universal and standard drivers, Invalid Account ID error on every print. HELP
