Set Printing Preferences?

Product Name: AltaLink C8030 / C8035 / C8045 / C8055 / C8070 Color Multifunction Printer
Operating System: Windows 10 x64

I have a number of users that print directly to an AltaLink C8070 copier over TCP/IP.  No intermediate print server in between.

Printing in color is expensive, so I had to go around and manually set everyone's Printing Preferences to print Black and White, because apparently these settings are per-user and can't be set per-PC.  That seemed to work... for a little while.  Unfortunately, sometimes there are instances where a user needs to print Color.  The user switches it from Black and White to Color, using the Printing Preferences, and then will just leave it on Color forevermore, and then the CFO has a heart attack when he sees the quarterly MPS invoice.

Changing the binary data in the HKCU\Printers\DevModePerUser and/or HKCU\Printers\DevModes2 keys in the Registry has no effect whatsoever on what shows in the Printing Preferences.  Where is this Color/Black and White setting stored?

How can I force the print settings to revert back to Black and White?  Like when the user logs on, if their Printing Preference is set to Color, can't it be forced back to Black and White with a script or GPO or SOMETHING?  It doesn't seem like this should be so difficult to accomplish.
