Smudging issues

Hi, 

I have been usign the xerox Phaser 7500 for a few years now with the same A3 paper and A4 paper.

Recently the prints have been smudging a lot and have been causing a weird effect on the pages which can be seen in the attatched image.

A couple of other forums have suggested emptying the waste cartridge however this is an expensive fix so if this could be avoided, that would be ideal.
