On a color device like this, the drums do not place the toner directly onto the paper. Instead, each color drum places toner onto the Intermediate Belt so that the 4 colors (CMYK) can be stacked to produce other colors and can be transferred to the paper in a single step.
The colored blocks (patches) of toner on the edges are usually not seen by you. These patches are created to test toner density of each color periodically to see if adjustments need to be made. After these patches are checked, they are normally scraped off by the IBT cleaning blade. This provides a clean belt to process the image being printed. Then just the printed image is transferred to the paper (normally).
However, since the IBT cleaning blade is not doing it's job, the test patches are left on the belt when the printed image is placed on the belt. These patches are then transferred to the paper along with the printed image. This is why you see them on the printed output. You also see these patches (left on the belt) when you open the printer as you did in the posted pictures.
Hope this makes sense.
Based on the size of the area that is not being cleaned, I would suspect that there is a piece of paper or a label stuck on the cleaning blade. But it could also be built up paper dust. Be careful when cleaning that area or the blade. The blade is usually made of rubber and it can be easily damaged (so can the belt). Do not use any type of tool, liquid, or abrasive cloth to clean the blade. Be very gentle. If it requires heavy cleaning, it probably needs to be replaced.

Hi,
There indeed is a problem with the IBT cleaning system (IBT cleaner blade).

I am still trying to fix this, I cannot understand what can cause the stripe to change colour....If a cleaning blade was the cause, wouldn't it be a single colour? Would there be a cleaning blade on each toner? I have included some photos of the transfer belt, the coloured stripe can be clearly seen.
Can anyone please suggest what can cause this & how to fix it.
Thanks,

Yes, there could be a label or torn paper that has made it's way into the cleaner.
I wish I could answer this, but unfortunately I have never seen this model. I could not even find this info online. So I could not give you step by step instructions. If you have a service contract (I assume you do not), a tech could do this for you.
This is not very helpful, but unfortunately it's all I have.

Many thanks for your reply Andy.
Your suggestion makes sense, as when I open the back door I can see part of the IBT, and it has a stripe of toner on it in the same position as the printed stripe. Is it possible some paper has torn off & is caught?
My question now is how can I clean the belt cleaner? I cannot see an easy way to open up and gain access to that area of the machine......

I am not familar with this product, but this type of defect would most likely be caused by the IBT (Image Belt Transfer) assembly, if this product has one (it should). The belt is not being cleaned properly due to a heavy buildup of paper dust in the belt cleaner. Or the cleaning blade is worn or damaged.
This is just an educated guess because I am unable to find very much info online about this product.

I have had no reply to my problem which still remains.....
Can Fuji-xerox please comment, make suggestions as to what can cause this.
Am I the only one with this problem?

I have cleaned the CDT sensors, cleaned the transfer belt, taken out the toner cartridges and cleaned the print heads, run the CLEAN DEVELOPER in the maintenence menu, which sometimes improves the print but the stripe returns in a couple of prints. I have attached 2 photos of the printer problem. Does anyone know a fix for this problem?
