Text Printing Light Gray, Images Print Black

I have the same exact issue not with a Mac though but same problems PDf is fine, Word not and Chrome also light grey.

Note, issue also appears when printing from android, so it is in the printer, not the mac.

I print a PDF from Preview on Mac- the text comes out light gray. I take a screenshot of the exact same PDF page, print it from Preview on the Mac, the text comes out dark black. I print text from Word, comes out light gray. I screen shot the text, paste it into the Word document as an image, and the pasted image comes out black next to the light gray text in the same document.
